وَقُرْآنًا فَرَقْنَاهُ لِتَقْرَأَهُ عَلَى النَّاسِ عَلَىٰ مُكْثٍ وَنَزَّلْنَاهُ تَنزِيلًا (سورة الإسراء: 106)
قال ابن عباس: بعث رسول الله ﷺ لأربعين سنة، فمكث بمكة ثلاث عشرة سنة يوحى إليه، ثم أمر بالهجرة فهاجر عشر سنين، ومات وهو ابن ثلاث وستين (صحيح البخاري 3902). وقد نزل القرآن مفرقا في هذه السنين: (وَقُرْآنًا فَرَقْنَاهُ لِتَقْرَأَهُ عَلَى النَّاسِ عَلَىٰ مُكْثٍ).

Aisha (may Allah be pleased with her) explained what came first: "The first of it to be revealed was a surah of the mufassal in which Paradise and the Fire are mentioned. When people had settled into Islam, the lawful and the unlawful were revealed. Had the first thing revealed been 'Do not drink wine,' they would have said: we will never give up wine" (Sahih al-Bukhari 4993).
قالت عائشة: «إنما نزل أول ما نزل منه سورة من المفصل فيها ذكر الجنة والنار، حتى إذا ثاب الناس إلى الإسلام نزل الحلال والحرام، ولو نزل أول شيء: لا تشربوا الخمر، لقالوا: لا ندع الخمر أبدا» (صحيح البخاري 4993).
3. The Medinan Period: Community Building and Legislation | العهد المدني: تأسيس الدولة وتكامل الشريعة
After the Hijrah came the Medinan period, in which, as Aisha's words show, the rulings on the lawful and the unlawful came down. Near its end, during the Farewell Pilgrimage, the verse "Today I have perfected your faith for you, completed My favour upon you, and chosen Islam as your way" (5:3) was revealed at Arafat (Sahih al-Bukhari 45).
الْيَوْمَ أَكْمَلْتُ لَكُمْ دِينَكُمْ وَأَتْمَمْتُ عَلَيْكُمْ نِعْمَتِي وَرَضِيتُ لَكُمُ الْإِسْلَامَ دِينًا (سورة المائدة: 3)
وبعد الهجرة جاء العهد المدني الذي نزلت فيه أحكام الحلال والحرام كما تدل عليه كلمة عائشة، وفي آخره نزل بعرفة في حجة الوداع قوله تعالى: (الْيَوْمَ أَكْمَلْتُ لَكُمْ دِينَكُمْ وَأَتْمَمْتُ عَلَيْكُمْ نِعْمَتِي وَرَضِيتُ لَكُمُ الْإِسْلَامَ دِينًا) (صحيح البخاري 45).
4. Gradual Pedagogy in Revealing the Quran | حكمة التدرج القرآني في صياغة النفوس والمجتمع
Surah Al-Furqan answers those who asked why the Quran did not come down all at once: "˹We have sent it˺ as such ˹in stages˺ so We may reassure your heart with it" (25:32). Aisha's words above give another reason: hearts were prepared by faith before the rulings came.
وَقَالَ الَّذِينَ كَفَرُوا لَوْلَا نُزِّلَ عَلَيْهِ الْقُرْآنُ جُمْلَةً وَاحِدَةً كَذَٰلِكَ لِنُثَبِّتَ بِهِ فُؤَادَكَ (سورة الفرقان: 32)
أجابت سورة الفرقان من اعترض بأن القرآن لم ينزل جملة واحدة: (كَذَٰلِكَ لِنُثَبِّتَ بِهِ فُؤَادَكَ)، وتبين كلمة عائشة سببا آخر: أن القلوب هيئت بالإيمان قبل نزول الأحكام.
