Why Did Allah Forbid Riba (Usury) Even Though It Could Benefit People?
Why did Allah forbid (riba) usury in financial dealing even though it could benefit people?
The answer explains that the Shariah looks to the interest of the whole community, and it lists six harms of riba: taking money without compensation, exploiting people's needs, discouraging productive work, the domination of the rich over the poor, the concentration of wealth, and inflation that harms society.
The Shariah is concerned with the interests of the whole nation and does not disregard anyone, and because of this overriding public interest, the law prohibits riba among people.
The Harms of Riba
1. Wealth Without Compensation
Riba requires taking a man's money without compensation, because he sells a dirham for two dirhams. Therefore, he sells at a loss due to necessity, and the damage is that the lender takes money for no real economic return or service.
2. Exploitation of the Needy
In riba-based loans, there is an exploitation of people’s need to borrow. The reason why a person takes a loan is the need for money to cover medical treatment or to cover expenses for marriage which is a necessity of life. The one who accepts riba takes advantage of people's needs and necessities in a form contrary to human values.
3. Disruption of Productive Investments
Riba prevents people from engaging in beneficial gains for the whole nation because the risks in construction, commercial, and industrial projects are greater than the risks in interest-bearing loan projects. The profit in the loan is guaranteed, which makes the owner of the capital limit their investments to riba-based profits, leading to the disruption of the economy and the lack of productive projects.
4. Domination of the Rich
The lender is often rich and the borrower is poor. When riba is permissible, it means that the rich take the poor's money without compensation, leading to a lack of kindness among people and the domination of the rich over the poor.
5. Concentration of Wealth
Dealing with riba leads to the accumulation of money in the hands of a group of people, because the poor borrower will never be able to break out of the interest-based borrowing circle to meet his needs.
6. Inflation and Economic Instability
The fact about riba is the sale of cash, which is the currency by which things are valued. So when that value fluctuates due to the interest rate, this will change its real value in daily transactions, which will lead to inflation in prices (higher commodity prices and lower real value of income). All of this harms the whole society.
The Divine Warning
(Those who consume interest will stand on Judgment Day like those driven to madness by Satan’s touch.) Al-Baqara 2: 275.
1. Greater Harm Than Benefit |
The question assumes that riba brings some benefit. The Quran answers a similar question about wine and gambling: in them is great sin and some benefit for people, but their sin is greater than their benefit (Al-Baqarah 2:219). Of riba itself Allah says that He destroys riba and makes charity grow (Al-Baqarah 2:276).
2. Trade Is Permitted, Riba Is Forbidden |
Those who consumed riba argued that trade is just like riba, and Allah answered that He has permitted trade and forbidden riba (Al-Baqarah 2:275). In trade, the seller hands over goods for the price and bears the risk of loss; in a riba loan, the lender takes an increase over his money without giving anything in return, which is the first harm the answer names.
3. Lending as an Act of Kindness |
Islam keeps lending as an act of kindness. Allah calls spending for His sake a goodly loan that He multiplies many times over (Al-Baqarah 2:245), and He commands giving a debtor in hardship time until he can pay, adding that remitting the debt as charity is better (2:280). Riba removes this kindness between rich and poor, which is the fourth harm the answer names.
Scholarly Insight: In the Objectives of Islamic Law ( Maqasid Al-Shariah ), money is understood as the measure by which things are valued and a medium of exchange, not a commodity to be bought and sold for more of itself; this is the basis of the sixth harm in the answer. When money generates money without productive effort or shared risk, it destroys the concept of mutual assistance ( Qard Hasan or beautiful loans) and lets the strong profit from the needs of the weak. By forbidding riba, Islam directs capital into the real economy through trade, partnerships, and investments (like Mudarabah and Musharakah ), which creates jobs, builds infrastructure, and shares both profits and risks fairly across society.
Frequently Asked Questions |
If both the lender and borrower agree to the interest, why is it still forbidden?
Consent does not make a harmful act lawful. The answer explains that the Shariah looks to the interest of the whole community, and the harms of riba, such as the concentration of wealth and inflation, reach far beyond the two people who agreed to it.
How does riba discourage productive work?
The answer explains that construction, trade, and industry carry more risk than lending at interest, where the profit is guaranteed, so owners of capital keep to interest and productive projects are left undone.
What is the Islamic alternative to an interest-based loan?
Islam obliges zakat and encourages voluntary charity and loans without interest for personal needs. For business, Allah has permitted trade and forbidden riba (Al-Baqarah 2:275), so capital is invested through trade and partnerships that share profit and risk.
Does the Quran acknowledge that something forbidden may have some benefit?
Yes. About wine and gambling Allah says that in them is great sin and some benefit for people, but their sin is greater than their benefit (Al-Baqarah 2:219). The answer applies the same reasoning to riba: its harm to the whole community outweighs any benefit to some individuals.
