What is the Difference Between a Prophet (Nabi) and a Messenger (Rasoul)?

A Messenger was ordered to deliver the Message that was revealed to him from Allah, whereas a Prophet is not asked to deliver the revelation he receives and he is not commanded to propagate it. Every Messenger is a Prophet, but not every Prophet is a Messenger. The Prophets are more in number than the Messengers.
الرسول بعث ليبلغ الرسالة من الله تعالى إلى الناس بينما النبي لم يؤمر بتبليغ أي رسالة، كل رسول هو نبي و لكن ليس كل نبي رسول، الأنبياء أكبر عددا من الرسل.

Allah mentions the Messenger and the Prophet together in the same verse, as two related but distinct ranks: "And We did not send before you any messenger or prophet except that when he spoke, Satan threw into it some falsehood, but Allah abolishes that which Satan throws in; then Allah makes precise His verses. And Allah is Knowing and Wise" (Surah Al-Hajj 22:52). Commenting on this verse, the great exegete Ibn Kathir explained that a Rasul (Messenger) is a prophet who has been commanded to deliver a Message, while a Nabi (Prophet) is one who has not been commanded to deliver anything.
وَمَا أَرْسَلْنَا مِن قَبْلِكَ مِن رَّسُولٍ وَلَا نَبِيٍّ إِلَّا إِذَا تَمَنَّىٰ أَلْقَى الشَّيْطَانُ فِي أُمْنِيَّتِهِ فَيَنسَخُ اللَّهُ مَا يُلْقِي الشَّيْطَانُ ثُمَّ يُحْكِمُ اللَّهُ آيَاتِهِ ۗ وَاللَّهُ عَلِيمٌ حَكِيمٌ (سورة الحج: 52)
يذكر الله تعالى الرسول والنبي معا في الآية نفسها، بوصفهما رتبتين متقاربتين لكن مختلفتين: "وما أرسلنا من قبلك من رسول ولا نبي إلا إذا تمنى ألقى الشيطان في أمنيته فينسخ الله ما يلقي الشيطان ثم يحكم الله آياته، والله عليم حكيم" (سورة الحج: 52). وفي تفسير هذه الآية، بين الحافظ ابن كثير أن الرسول هو نبي أمر بتبليغ رسالة، بينما النبي لم يؤمر بتبليغ شيء.
2. Every Messenger Is a Prophet: The Example of Musa (Moses) | كل رسول نبي: مثال موسى عليه السلام
The Qur'an confirms that the rank of Messenger always carries the rank of Prophet within it. Allah says about Musa, peace be upon him: "And mention in the Book, Moses. Indeed, he was chosen, and he was a messenger and a prophet" (Surah Maryam 19:51). Musa is described here with both titles together, a Messenger and a Prophet, which is why every Rasul is also a Nabi, even though the reverse is not always true.
وَاذْكُرْ فِي الْكِتَابِ مُوسَىٰ ۚ إِنَّهُ كَانَ مُخْلَصًا وَكَانَ رَسُولًا نَّبِيًّا (سورة مريم: 51)
يؤكد القرآن الكريم أن رتبة الرسول تحمل معها دائما رتبة النبي. يقول الله تعالى عن موسى عليه السلام: "واذكر في الكتاب موسى إنه كان مخلصا وكان رسولا نبيا" (سورة مريم: 51). فقد وصف موسى هنا باللقبين معا، رسولا ونبيا، ولهذا فإن كل رسول هو نبي أيضا، وإن لم يكن العكس صحيحا دائما.
3. Why the Prophets Outnumber the Messengers | لماذا الأنبياء أكثر عددا من الرسل
Scholars explain that a Rasul is sent to convey a Message or a law to his people, while a great many Prophets were raised to uphold and revive a law that an earlier Messenger had already brought, without being sent with a new Message of their own. Ibn Kathir notes that a Nabi may receive revelation instructing him to convey the Message of an earlier Book and law rather than a new one of his own. This is one reason the Prophets, across human history, were far greater in number than the Messengers.
