Who Has the Right to Receive Zakat?
Who has the right to receive the Zakat?
The distribution of Zakat is strictly regulated by Allah in the Quran. It is exclusively reserved for eight specific categories of people to ensure social justice, alleviate poverty, and support the community's welfare.
The rightful recipients of Zakat are precisely identified to prevent misuse of these communal funds.
Can Zakat be given to build a mosque or a hospital?
No, Zakat cannot be used for general public infrastructure like mosques or hospitals. The Quran specifically limits its distribution to eight categories of people, primarily focusing on direct relief for the poor, the needy, and those in debt.
If someone is traveling and runs out of money, can they receive Zakat even if they are wealthy at home?
Yes. A stranded traveler (Ibn As-Sabil) has the right to receive Zakat to help them reach their destination safely, regardless of whether they are rich or poor in their own homeland.
Can people who collect Zakat take a salary from it?
Yes, the administrators who are officially appointed to collect and distribute Zakat (Al-Amilina 'Alayha) are one of the eight categories and are entitled to be compensated for their work from the Zakat funds.
The Eight Categories of Zakat Recipients
1. The Poor (Al-Fuqara)
the poor. (The poor are those who have no income or wealth to sustain their basic daily needs, and Islam guarantees their right to live with dignity).
2. The Needy (Al-Masakin)
the needy, whose earnings do not meet their needs. (The Prophet ﷺ defined the needy person as one who does not have enough to suffice him, but his condition is not known so that charity may be given to him. Sahih Al-Bukhari 1479).
3. The Administrators (Al-Amilina 'Alayha)
people working in Zakat collection and distribution. (These administrators are compensated for their time and effort directly from the Zakat funds to maintain a professional and just distribution system).
4. Those Whose Hearts are Reconciled
Those whose hearts are to be reconciled to Islam. This includes new Muslims needing support to strengthen their faith. The Hanafi position holds that this share lapsed, while the majority of Maliki, Shafi'i, and Hanbali scholars retain it under its conditions.
5. Freeing Captives
For freeing captives (slaves). (Islam encouraged freeing slaves and made it one of the uses of Zakat.)
6. Those in Debt
people in debt. (This relieves those crushed by legitimate debts they cannot repay, provided the debt was not incurred for unlawful purposes).
7. In the Cause of Allah
in the cause of Allah. (This historically includes funding those defending the community and the religion from aggression).
8. The Traveler
the people who are short on money on the way (traveling). (Even if a traveler is wealthy in their homeland, if they are stranded without access to their funds, the community is obligated to help them safely reach their destination).
9. The Comprehensive Quranic Command
Allah the Almighty says: (Alms-tax is only for the poor and the needy, for those employed to administer it, for those whose hearts are attracted ˹to the faith˺, for ˹freeing˺ slaves, for those in debt, for Allah’s cause, and for ˹needy˺ travellers. ˹This is˺ an obligation from Allah. And Allah is All-Knowing, All-Wise.) [At-Taubah 9: 60]. (The precise listing of these eight categories prevents corruption and ensures that the wealth reaches the most vulnerable). The Shafi'i school requires spreading Zakat among the eligible categories present, with its detailed exceptions. The majority, the Hanafi, Maliki, and Hanbali schools, permit payment to one eligible category.
Scholarly Insight: In Islamic Jurisprudence (Fiqh), the restriction of Zakat to these eight specific categories, inaugurated by the restrictive article "Innama" (إنما - meaning "only" or "exclusively") in Surah At-Taubah, serves as a divine safeguard. It removes the distribution of wealth from human whim or political manipulation. Scholars emphasize that the poverty and need categories do not include someone whose wealth or earnings adequately meet their needs. Appointed workers may receive compensation, and a stranded traveler may qualify despite wealth at home. The majority do not treat general public projects such as roads or mosques as a separate eligible category; recipient conditions remain category-specific. The higher objective (Maqasid) is to ensure that wealth does not merely circulate among the rich but effectively heals the socioeconomic fractures of the community.
1. The Divine Exclusivity of the Eight Categories |
Surah At-Tawbah 9:60 specifies eight recipient categories for Zakat. The Prophet is also reported to have said that Allah determined these categories Himself, in Sunan Abi Dawud 1630; al-Albani and al-Arnaut graded this narration weak. The Quranic verse establishes the recipients. Jurists explain the scope of each category and the conditions for receiving its share.
2. The Impoverished: Al-Fuqara' and Al-Masakeen |
Al-Fuqara and Al-Masakeen are both recipients who lack sufficient means for their needs. Under the Hanbali definition, the Faqeer has nothing or less than half the necessary provision, while the Miskeen has half or more but less than sufficient provision. Other schools define and rank these terms differently. Sahih al-Bukhari 1479 also describes a needy person whose lack of sufficient means is not recognized by others and who does not go about begging.
3. Administrative and Community Welfare Categories |
The next three categories support institutional functioning and freedom: the authorized administrators who collect and distribute Zakat; those whose hearts are to be inclined toward or stabilized in Islam; and emancipating slaves or freeing captives (Fi ar-Riqab).
4. Debtors, the Cause of Allah, and Stranded Travelers |
The final categories are debtors, those in the cause of Allah, and stranded travelers. Personal debt relief has conditions, while debts incurred for reconciliation have further provisions. The classical majority restrict Fi Sabeelillah primarily to lawful fighting and its needs; some contemporary scholars extend it to particular forms of Islamic outreach. A stranded traveler may receive help even while owning wealth at home when unable to access it.
Scholarly Insight: By strictly designating eight recipient groups, divine law directs Zakat to its eligible recipients and provides a basis for protecting the social safety net from misuse. These prescribed categories guide distribution; compliance and sound administration remain necessary for funds to reach the people who qualify. Read more in the tafsir of Surah At-Tawbah.
