The utmost hypocrisy is when one pretends to be a Muslim while in reality he is a disbeliever. In this case, the person is not considered a Muslim and will be eternally punished in Hell fire. Because their deception directly targets Allah and the believers, their punishment is the most severe.
Allah Almighty explicitly states: (Surely the hypocrites will be in the lowest depths of the Fire and you will never find for them any helper) Surah An Nisa'a 4: 145.
وهو النفاق الأكبر الذي يظهر صاحبه الإسلام ويبطن الكفر، وهذا النوع مخرج من الملة وصاحبه مخلد في النار. ولأن خداعهم يستهدف الله والمؤمنين مباشرة، فإن عقوبتهم هي الأشد.

2. Practical Hypocrisy (Minor Hypocrisy) | النفاق العملي (الأصغر)
The lesser hypocrisy is the practical hypocrisy. It is an act of hypocrisy that someone does while his faith is not compromised. This act does not deny one's faith, nor does it take the person out of the fold of Islam. He has traits of a believer and some of a hypocrite, and if his actions of hypocrisy increase, then he will be considered a pure hypocrite.
وهو النفاق الأصغر، وهو عمل شيء من أعمال المنافقين مع بقاء الإيمان في القلب، وهذا لا يخرج صاحبه من الإسلام. وهو يكون فيه إيمان ونفاق وإذا كثرت أفعاله صار بسببه منافقا خالصا.
