What does 'An-Nasee' in the Ayah 37 of Surah At-Taubah mean?
ما هو "النسيء" في الآية ٣٧ من سورة التوبة؟
Fighting is strictly forbidden during the four Sacred Months. Because three of these months occur consecutively (Dhu al-Qi'dah, Dhu al-Hijjah, and Muharram), the disbelievers found the long period of peace difficult to maintain. To bypass this, they would declare Muharram "permissible" for war and "postpone" its sanctity to the following month, Safar. This manipulation was a form of deception and an increase in their disbelief.
كان المشركون يبدلون بعض الأشهر الحرم بغيرها، فيحلون ما أرادوا تحليله إذا احتاجوا للقتال، خاصة مع توالي ثلاثة أشهر محرمة (ذو القعدة، ذو الحجة، والمحرم). فكانوا يستحلون القتال في المحرم ثم يحرمون "صفر" مكانه تعويضاً عنه، فكأنهم يقترضون الحرمة من شهر ويوفونها في آخر، وهو تلاعب بشعيرة تعظيم الأشهر الحرم التي قررها الله.

(The postponing (of a Sacred Month) is indeed an addition to disbelief: by it the disbelievers are led astray, making it lawful one year and unlawful another year to agree with the number which Allah has made unlawful and thus making lawful what Allah has made unlawful. The evil of their deeds has been made pleasing to them. And Allah does not guide the disbelieving people.)
