Ibn Kathir explains that Allah told the angels He would create a human being and commanded them to prostrate to him once He had formed him. All the angels obeyed except Iblis, who was not of them by kind but of the jinn; he refused, argued with his Lord about Adam and claimed he was better than him, since he was created from fire and Adam from clay. Allah expelled him from His mercy; he asked for respite until the Day of Resurrection and was granted it, and once safe from destruction until that day he rebelled and said: by Your might, I will surely mislead them all, except Your chosen servants among them (38:82-83). Why he refused is explained in why Iblis refused to prostrate to Adam.
قَالَ فَبِعِزَّتِكَ لَأُغْوِيَنَّهُمْ أَجْمَعِينَ (سورة ص: 82)

ذكر ابن كثير أن الملائكة امتثلوا كلهم أمر الله بالسجود لآدم سوى إبليس، ولم يكن منهم جنسا، كان من الجن، فاستنكف عن السجود لآدم، وخاصم ربه عز وجل فيه، وادعى أنه خير من آدم، فإنه مخلوق من نار وآدم خلق من طين، فطرده الله عن باب رحمته، فسأل الله النظرة إلى يوم البعث فأنظره، فلما أمن الهلاك إلى يوم القيامة تمرد وطغى وقال: (فبعزتك لأغوينهم أجمعين إلا عبادك منهم المخلصين) (ص 38: 82-83).

In Surah Al-Hijr Iblis said: my Lord, because You have misled me, I will surely make evil attractive to them on earth and mislead them all, except Your chosen servants among them (15:39-40). Ibn Kathir explains: I will make sins beloved to the descendants of Adam, make them desire them and drive them toward them.
قَالَ رَبِّ بِمَا أَغْوَيْتَنِي لَأُزَيِّنَنَّ لَهُمْ فِي الْأَرْضِ وَلَأُغْوِيَنَّهُمْ أَجْمَعِينَ (سورة الحجر: 39)

قال تعالى عن إبليس: (قال رب بما أغويتني لأزينن لهم في الأرض ولأغوينهم أجمعين إلا عبادك منهم المخلصين) (الحجر 15: 39-40)، قال ابن كثير: (لأزينن لهم) أي: لذرية آدم عليه السلام، (في الأرض) أي: أحبب إليهم المعاصي وأرغبهم فيها، وأؤزهم إليها.

Ibn Kathir notes that those excepted are the ones Allah mentions in: indeed, over My servants you have no authority, and sufficient is your Lord as Guardian (17:65), which he explains as Allah's support of His believing servants and His protection and guarding of them from the accursed devil. The ways Satan tries to mislead people are explained in the methods Satan uses to mislead the children of Adam.
إِنَّ عِبَادِي لَيْسَ لَكَ عَلَيْهِمْ سُلْطَانٌ ۚ وَكَفَىٰ بِرَبِّكَ وَكِيلًا (سورة الإسراء: 65)

قال ابن كثير: وهؤلاء هم المستثنون في قوله تعالى: (إن عبادي ليس لك عليهم سلطان وكفى بربك وكيلا) (الإسراء 17: 65)، وهو إخبار بتأييده تعالى عباده المؤمنين وحفظه إياهم وحراسته لهم من الشيطان الرجيم.
