From the dawn of their history, the children of Israel had the Torah and the ark which contained the Torah, and the rest of what Moses and Aaron had left behind, some of which were the remaining tablets.
When they strayed and transgressed, God gave their enemies power over them, and their enemies took it from them. Their prophet then said that the sign of God’s approval of King Saul is that he should return unto them the ark. The angels arrived carrying the ark and placed it before Saul while the people looked on. This was proof to the children of Israel that their prophet told the truth when he transmitted the divine command.
(Their prophet further told them, “The sign of Saul’s kingship is that the Ark will come to you, containing reassurance from your Lord and relics of the family of Moses and the family of Aaron, which will be carried by the angels. كَانَ عِنْدَ بَنِي إِسْرَائِيلَ التَّوْرَاةُ وَتَابُوتٌ وَفِي التَّابُوتِ التَّورَاةُ وَبَقِيَّةُ مِمَّا تَرَكَ مُوسَى وَهَارُونُ وَمِنْهَا بَقَايَا الألْوَاحِ العَهْدِ الذِي كَانَ عِنْدَهُمْ مُنْذُ مَطْلِعِ تَارِيخِهِمْ.

كان للتابوت عند بني إسرائيل منزلة عظيمة منذ أول تاريخهم، إذ كان فيه التوراة وبقية مما ترك موسى وهارون عليهما السلام. فلما ضلّوا عن هدى الله أخذه منهم أعداؤهم، فلم تكن عودته على غير انتظار أمرًا هيّنًا، بل كانت استردادًا لما هو أصل في هويتهم، ولذلك صلح أن يكون حجة قاطعة.

The Ark did not return because Saul’s forces won it back in battle; the verse says it came carried by angels (2:248), and Ibn Kathir relates from Ibn Abbas (may Allah be pleased with them both) that they placed it before Saul while the people watched. This detail matters because it removed any possible human explanation for the Ark’s return, leaving the people with nothing to credit but Allah’s own confirmation of the appointment they had doubted. لم يعد التابوت لأن جند طالوت استردّوه بالقتال، بل أخبر الله تعالى أنه جاء (تَحْمِلُهُ الْمَلَائِكَةُ) (البقرة 2: 248)، ونقل ابن كثير عن ابن عباس رضي الله عنهما أنهم وضعوه بين يدي طالوت والناس ينظرون. ولهذا التفصيل شأنه، فقد قطع كل تفسير بشري لعودة التابوت، فلم يبق للناس إلا أن يروا فيه تأييد الله تعالى لاختيار طالوت الذي ارتابوا فيه. وأما ما تقدر عليه الملائكة فقد بيّناه في الجواب عمّا أوتيته الملائكة من قدرات.

The verse specifies that the Ark contained “sakinah,” tranquility or reassurance, from their Lord, not simply relics as evidence. Ibn Kathir reports several meanings of sakinah: dignity and majesty (Qatada said dignity), mercy (from al-Rabi’, and from Ibn Abbas through al-‘Awfi), and, from ‘Ata’, the signs of Allah that they would recognize and find calm in. The Ark’s arrival proved the prophet’s truthfulness about Saul, while what it carried brought them reassurance from their Lord.
