Pharaoh claimed that he wanted to kill Moses and that he wanted to hear opinions that would agree with his intention. He did not want anyone to stop him from killing the Prophet of Allah, after he had already lost the magicians and continued to torture the Children of Israel. He justified his desire with two things: the first, having fears about Moses changing the faith of the nation and its people; the second, causing mischief in the land, and exhausting the nation and its citizens.
(And Pharaoh said, “Let me kill Moses, and let him call upon his Lord! I truly fear that he may change your traditions or cause mischief in the land.” And Moses said, “I have certainly sought refuge in my Lord and your Lord from every arrogant one who does not believe in the Day of Reckoning.”) Ghafer 40:26-27
زعم فرعون أنه يريد قتل موسى، وأنه يريد من الخواطر أن تسمح له بذلك وأن لا يمنعه الملأ من قتل نبي الله، وذلك بعد أن تخلص من السحرة، واستمر في تعذيب بني إسرائيل. وعلل رغبته بأمرين: الأول، الخوف أن يبدل دين الدولة ودين الشعب. الثاني، أن يظهر الشغب في البلاد، والتعب للدولة والمواطنين معًا.

Pharaoh’s plan to kill Musa comes after he had already lost the magicians to Musa’s God and had continued escalating persecution against the Israelites without success in silencing him. This timing shows a ruler running out of other options, moving from argument, to threats of imprisonment, to open plans for assassination.

2. Two Fears Behind the Decision | خوفان وراء هذا القرار
Pharaoh names two specific concerns: that Musa would change the nation’s religion, and that he would cause disorder in the land. Naming these fears explicitly reveals what actually drove the decision, not personal offense at Musa individually, but concern for the religious and political order Pharaoh’s rule depended on.
يسمي فرعون قلقين محددين: أن يبدل موسى دين الأمة، وأن يُحدث فسادا في الأرض. وتكشف تسمية هذين الخوفين صراحة ما دفع القرار فعلا، لا إهانة شخصية تجاه موسى بذاته، بل قلق على النظام الديني والسياسي الذي يعتمد عليه حكم فرعون.

Facing a direct, public threat of execution, Musa’s recorded response is not a defense of himself or a counter-threat, but a prayer seeking refuge in Allah from every arrogant tyrant who denies the Day of Reckoning. This answer names the real issue underlying Pharaoh’s entire behavior, arrogance paired with disbelief in ultimate accountability, rather than engaging with the threat on Pharaoh’s own terms.
