Who said: "By Your Glory! I will certainly mislead them all"?
من قال "فَبِعِزَّتِكَ لَأُغْوِيَنَّهُمْ أَجْمَعِينَ"؟
The one who made this statement was Iblis (Satan) the accursed. He swore by Allah's Might to mislead the children of Adam, admitting that he has no power over those who are sincere (Al-Mukhlaseen).
القائل هو إبليس اللعين، حيث أقسم بعزة الله عز وجل أن يغوي بني آدم أجمعين، مستثنياً من ذلك عباد الله المخلصين الذين ليس له عليهم سلطان.

(Iblis said: "By Your Glory! I will certainly mislead them all, except Your chosen servants among them.")
[Surah Sad 38: 82-83]
إبليس اللعين:
(قَالَ فَبِعِزَّتِكَ لَأُغْوِيَنَّهُمْ أَجْمَعِينَ * إِلَّا عِبَادَكَ مِنْهُمُ الْمُخْلَصِينَ)

Scholarly Insight: This vow by Iblis highlights the eternal battle between Truth and Falsehood. It is significant that Satan acknowledged Allah's Might (Al-Izzah) even while rebelling, and he confessed his failure against the "Mukhlaseen" (the sincere ones). This teaches us that sincerity in worship is the only invulnerable shield against Satanic influence.
