What is the ruling of he who mocks others in a laughing and joking way?
The answer rules that mocking as a joke is not permissible and puts the person in danger, since there is no room for joking in these matters: if he intends to mock the religion, he becomes a disbeliever, and if he intends to mock the person, it is fisq.
Many people excuse their harmful words by claiming they were only joking. However, Islamic law does not accept humor as a valid excuse for violating the sanctity of the religion or the honor of individuals.

If his intention is to mock the religion, he becomes a disbeliever.

If he intends to mock the person himself, it is sinful transgression (Fisq).

1. The Prophet Joked but Said Only the Truth | المزاح بالحق
The Companions said: O Messenger of Allah, you joke with us. He said: I say nothing but the truth (Jami at-Tirmidhi 1990, graded hasan sahih by al-Tirmidhi). Light, truthful humor is permitted; what the answer forbids is mockery dressed as a joke.
قالوا: يا رسول الله إنك تداعبنا، قال: "إني لا أقول إلا حقا" (جامع الترمذي 1990، وقال: حسن صحيح). فالمزاح الصادق الخفيف جائز، والممنوع هو الاستهزاء في صورة المزاح كما بين الجواب.
2. Woe to Whoever Lies to Make People Laugh | ويل للذي يكذب ليضحك القوم
The Prophet said: Woe to the one who speaks and lies to make people laugh; woe to him, woe to him (Sunan Abi Dawud 4990, graded hasan by al-Albani). Laughter does not make a forbidden word permissible.
قال النبي ﷺ: "ويل للذي يحدث فيكذب ليضحك به القوم، ويل له، ويل له" (سنن أبي داود 4990، وحسنه الألباني). فإضحاك الناس لا يبيح الكلمة المحرمة.
3. No Harming a Muslim, Even in Jest | لا ترويع للمسلم ولو مزاحا
On a journey, a Companion fell asleep and others took his rope as a prank, which frightened him; the Prophet said: It is not lawful for a Muslim to frighten a Muslim (Sunan Abi Dawud 5004, graded sahih by al-Albani). He also said: None of you should take his brother's belongings, whether in jest or in earnest (Sunan Abi Dawud 5003). A joke does not excuse hurting a Muslim.
نام رجل من الصحابة في سفر فأخذ بعضهم حبلا معه مازحين ففزع، فقال النبي ﷺ: "لا يحل لمسلم أن يروع مسلما" (سنن أبي داود 5004، وصححه الألباني)، وقال: "لا يأخذن أحدكم متاع أخيه لاعبا ولا جادا" (سنن أبي داود 5003). فالمزاح لا يبيح أذى المسلم.
